Tyner retired after nearly 30 years of employment with Nueces County, Texas, Corpus Christi.


He was appointed ADA Coordinator (against his wishes) in April of 2012. And navigated the County through tenuous dealings with the US DOJ under Project Civic Access for the last ten years. Before his retirement late last year, he was Chief Administrator of Nueces County.


Tyner is married to Alex, and they are celebrating their first grandchild, Waylon Wade.

"Implications of Project Civic Access: The How, Why, and Results"

Project Civic Access began in part in 1999, when the DOJ reached a settlement
agreement with the City of Toledo, Ohio. It now includes 222 or more settlement
agreements with over 207 localities in all 50 states, D.C., and Puerto Rico. This panel
will discuss the reasons why a jurisdiction enters into a settlement agreement and
observations of certifiers, including pitfalls throughout the process.
